A History of Helping Smaller Businesses Get a Place at the Table

Kenneth Martin served as an officer in the United States Air Force from 1980 to 1987 and earned his Juris Doctor, cum laude, in 1986. As a commissioned officer in the Air Force, he negotiated, awarded, and administered construction contracts and served as a major systems contracting officer. In 1987, Mr. Martin founded The Martin Law Firm.  His focus quickly turned to assisting primarily small and medium-sized businesses to assist them in navigating highly complex business and governmental legal issues and litigation. Mr. Martin served as attorney of record in an amicus curiae submission to the United States Supreme Court in Adarand Constructors, Inc. v. Pena. He has lectured nationwide and hosted seminars on all aspects of federal and commercial contracting and subcontracting. As a speaker at National Contract Management Association conferences, he appeared as a guest on the National Public Radio. He co-authored “How to File a Monetary Claim Under the Contractors Disputes Act” and “Is This the End of Federal Minority Contracting?”

Navigating the halls of Federal Agencies can be a daunting experience and deciding when it is time to head to court, even more so.  Attorney Martin knows the process inside and out and gets his clients the results they need.  With more than three decades of government contracting experience, Attorney Martin knows how to navigate government contracting rules and regulations and is well experienced in working with agency contracting officers to achieve successful outcomes.  However, if negotiation fails, Attorney Martin is also well experienced in advocacy before the General Accountability Office, the various Boards of Contract Appeals and Federal and State Courts when needed to secure positive outcomes for his Clients.  Attorney Martin’s experience, and the services he provides to his clients, cover the entire spectrum of the government contracting process with one exception.  To ensure his ability to effectively advocate for his clients before the Government Accountability Office, Attorney Martin does not participate in or advise clients about their proposal preparation activities, to include attending and participating in proposal strategy meetings, or writing and reviewing proposals.  Attorney Martin does not participate on Red Teams formed for the purpose of reviewing proposals.  By way of illustration, Attorney Martin does not and will not provide advice or otherwise participate in clients’ decision-making process related to such things as marketing or advertising strategies, product research and development, product design or competitive structuring and composition of bids, offers, and proposals.
